Rough Sleeping Estimates Toolkit 2019

This toolkit sets out the process that local authorities, and their partners, use to arrive at their annual snapshot figure of people sleeping rough.

Local Authority leads should follow this guidance in order to have their rough sleeping snapshot figure verified by Homeless Link, ready for online submission to MHCLG by the 13 December 2019 deadline.

The toolkit includes:

  • Definition of rough sleeping for the purpose of rough sleeping estimates
  • How to choose between a count-based estimate, an evidence-based estimate meeting, and an evidence-based estimate meeting informed by a spotlight count
