Report by the MEAM coalition on adults with complex problems and multiple needs, including homelessness, substance misuse, mental health issues and offending. Covers six priority areas: stigma and discrimination, recovery and social integration, personalisation and care planning, personal rights and responsibilities, service user involvement, and families and communities. Recommends a national programme to improve the lives of excluded adults with multiple needs.
