A Four-point Manifesto for Tackling Multiple Needs and Exclusions

Proposals to improve the lives of people with multiple needs and exclusions, including those with problems around substance misuse, mental ill health, homelessness and offending. Recommends that the next government should identify people in this group at the local level using national guidance, develop a national policy framework, measure progress, and accept the social and economic case for action.
