A report, submitted by the ODPM's Housing, Planning, Local Government and the Regions Committee, that examines the effectiveness of the Homelessness Act 2002 and considers remaining barriers to reducing the number of homeless people. Includes: definitions of homelessness; contributory factors; priority need and vulnerability; temporary accommodation; the Supporting People programme; particular needs of families, single people and those who are classified as intentionally homeless; investment and housing supply; and prevention strategies. Supports the new powers given to local authorities to bring empty homes back into use, and calls for greater strategic thinking by local councils in dealing with the issue of homelessness.
